Trying to avoid the race thing, but it probably has to do with the type of coaching that these players receive in high school. Being overly-talented can actually be a curse for a young QB b/c it does not force him to completely develop his game. A good way to do that is to have 13 or 14 players on defense in practice with 2 or 3 keeping the QB in the pocket at all times. This forces the quarterback to develop his passing game and to better protect himself and the ball.
